John Pilzer served on the Gary Board of Zoning Appeals from 1963 until 1987. His personal files from his tenure include two major types of documents: Minutes and applications. A virtually complete run of BZA minutes detail the Board's policies and deliberations of appeals for variance from the zoning ordinance and final decisions. While the minutes contain basic details of zoning appeals, the applications series provides in-depth studies of each specific appeal, accompanied my maps, staff reports, and recommendations. Appeals were submitted by churches, industries, businesses, and homeowners. Along with records of the Gary Housing Authority, Gary Redevelopment Commission, and the Mid-City Investment Company Records, the John Pilzer Papers offer useful data on Gary's ever-changing physical development and urban planning efforts.
