Scope and Content
The Records document the history of the Gary Chamber of Commerce from 1913 to 1972, but emphasizing 1955 to 1972. The Records can be chronologically separated: the photographic series has a variety of photos from the 1940's (some even earlier) to 1962; the manuscript series dates from about 1960 to 1972. The researcher will note that some manuscripts have suffered severe water damage, and should be handled with extreme care. Throughout the Records, several abbreviations have been used.
The researcher may find the photographic series very useful. The series contains 551 photos, 13 proofsheets, and 2 drawings. Twelve of the proofsheets will be found in the oversize series. The photographs are organized by subject (for example: Cities, and Buildings, Churches) and by alphabetical order. The researcher will note that several photograph subseries contain one more than one folder. There are six "Buildings" folders, two "Industrial Sites", and six "Gary Chamber of Commerce." In the first example the folders are organized by type of building (for example: "Buildings, Churches"); the latter two examples are denoted by a number series (for example: "Gary Chamber #4"). Whenever possible, identifications are listed. (When handling photographs lint-free cotton gloves must be worn. The archivist has them available.)
The photographs visually document nearly every aspect of Gary life within the time frame, emphasizing the business community. Many photographs of Lake and Porter county industrial sites are available for study, including U.S. Steel and Bethlehem Steel. The original dedication of the Port of Indiana is the subject of a large subseries, and the researcher will note Governor Branigan and Senator Birch Bayh were present at the proceedings. The construction of the federal interstates is also well documented, and one can observe the immensity of those road building projects. Annual meetings, special committees, and personnel of the Gary Chamber of Commerce are well represented. Certain members of the Gary Chamber of Commerce, such as Charles Jonliff and Leo Louis, are readily identifiable in many of the photographs. In some cases they are the only identifiable members of a group photo, and have been placed in their own subseries.
Another noteworthy aspect of the photographic series is its documentation of local life. For example, Beverly Trenary, Miss Gary, and Miss Indiana (1947) is the subject of several publicity photos. Children's activities and adult programs are well represented. Even a photo of a Mercury capsule display in Gary can be found. Several school stage production are well represented, as are some local art shows. A wide variety of photographs displaying the beauty of the Lake Michigan beaches and dunes-are found throughout the photographic series.
The various manuscript series in the Records date from about 1960 to 1972. The researcher will note that series are established by types of manuscripts, such as "Minutes," "Reports" or "Correspondence". Each series begins with Gary Chamber of Commerce documents, succeeded by the Gary Industrial Foundation, and the other organizations, all in alphabetical order. The manuscripts included documentation of the Gary Chamber of Commerce trying to bring new industry to Gary, committee activities, public activities and financial information. The Gary Industrial Foundation was the branch of the Gary Chamber of Commerce which was responsible for inducing industries to relocate to Gary, and the researcher should examine carefully its correspondence with various businesses. A major concern of the Gary Chamber of Commerce was the business and political atmosphere in Gary. The early 1960's was a period of racial tension in the nation, and Gary citizens were vocal in their support or disfavor of civil rights legislation. The researcher will note the Gary Chamber of Commerce's response to the racial situation. Information can be found in a variety of subseries including the Minutes, and Correspondence of the Human Relations Committee (Box 1, Folder 14); Gary Chamber of Commerce, Correspondence, Fair Housing Bill (Box 1, Folder 49); and Information Pamphlets, Indiana Interreligious Committee on Human Equality (Box 3, Folder 20). Also of value are the membership lists of Gary and local business, business groups, and social and ethnic organizations. The records include a complete financial history of the Gary Chamber of Commerce in this time period, including its annual nonprofit tax reports. Included in the annual reports folder is a June 1931 issue of Gary Business and several issues of Spotlighting Gary News. The researcher will note the publicity pamphlets utilized to attract businesses, located in Correspondence, Cal Industrial Center (Box 2, Folder 38) and a supplement to the NY Times entitled "Everything All Go IN Indiana." in the New Industry folder (Box 2, Folder 32).
The Records of the Gary Chamber of Commerce effectively span only about a seven year period. Historical Sketch
The Gary Chamber of Commerce was founded as the Gary Commercial Club on 26 September 1907. The original organization of 163 members came into being at the Old Bizenhoff Hall, which occupied the site of the present City Hall. The Commercial Club was led by Horace Singer Norton, property manager of the Gary Land Company. In 1911 offices were established on the second floor of a two story building on the east side of Broadway just south of 6th Avenue. The offices had been completely remodeled in 1919, just in time for Gary's first steel strike, and Federal troops occupied the building for several months. After they left, Club leaders discovered all their new furnishings had to be replaced. In 1927 the Commercial Club moved into the Hotel Gary, occupying clubrooms that cost $80,000.
In 1921 a rival business organization, the Chamber of Commerce, had been founded by community leaders who believed the Commercial Club was not effectively promoting the city. Offices were established at the YMCA on 6th and Massachusetts with J.U. Nicholas as manager. Presidents of the Chamber of Commerce from 1921 to 1930 included W.P.Patterson, Harry English, W.F. Hodges, Harry Hall, Paul H. Stevens, William P Cottingham, Frank Hodson, and George P. Griffin.
In 1930 the Gary Chamber Club and Chamber of Commerce merged into one organization. The new group eventually condensed its title to Gary Chamber of Commerce. The Chamber played a major role in planning and promoting Gary's Silver Jubilee in 1931, and served as a clearing house for many Depression-era community welfare projects, most notably a vast relief garden development.
By the end of World War II several prominent members recognized that the industrial affairs committee of the Gary Chamber of Commerce could not effectively promote new local industry. The efforts of J. Ralph Snyder and Parry H. Stevens led to the incorporation of the Gary Industrial Foundation on 30 June 1945. Snyder became head of the Gary Industrial Foundation and William F. Hodges its president. The Gary Industrial Foundation functioned as the Gary Chamber of Commerce's leading promoters of industry. The goal of the Gary Industrial Foundation was to bring new industries to Gary and create an atmosphere attractive to diversification. Between 1946 and 1949 the Gary Industrial Foundation loaned $125,000 for construction of small businesses, and by 1956, 3,500 new industrial jobs had been created in Gary. The Gary Industrial Foundation acquired 245 acres of land east of Virginia Street and along the north side of 15th Ave. for a Calumet Industrial Park.
Although the Chamber of Commerce Records (CRA 001) span from 1913 to 1972, a nearly complete history is available only from about 1960 to 1972. In that time period, the citizens of Gary were witnesses and participants in the Civil Rights movement. Simultaneously, the local economy began to falter, creating an atmosphere harmful to both new and established businesses. The Records document the efforts of the Gary Chamber of Commerce and Gary Industrial Foundation to respond to the political and economic effects of a community undergoing rapid change.
The Gary Chamber of Commerce tried to study and improve Gary business and civic life in many ways. A Clean Up committee worked with the Urban League to restore the city's appearance. It participated in the national Model Cities program, and developed television advertising. The Transportation committee made efforts to improve local roadways. Studies were conducted to reduce crime, including a promotion for "Policeman of the Month." The Employment Committee participated in Job Fairs, and the Education committee rewarded outstanding Gary students.
The Chamber of Commerce recognized it could not quickly or completely resolve the city's problems. Leslie I. Combs, writing in the 1966-1967 Annual Report correctly wrote:
"The immediate need for voluntary commitment, demonstrable initiative, and active involvement in helping to solve our "human value" problems is obvious. Practical reasoning dictates that the Gary Chamber of Commerce cannot produce an instant tomorrow or provide the role cure for the illnesses present in our city. We must, however, assume our share of responsibility and work cooperatively with other segments of our society--government, churches, labor, and educators to achieve the desired goals. Our goals are the same."
