Mr. William Franz Wirt and former Gary school superintendent Gordon McAndrew donated the William A. and Mildred H. Wirt Papers to the Calumet Regional Archives on September 3 and September 9, 1974, respectively.

Scope and Content

The William A. and Mildred H. Wirt Papers document the history of the Gary school system from 1907 to 1962. The collection records the activities of William Albert Wirt, first superintendent of the Gary public school system, from 1897 to 1938. In addition, these papers document the activities of Mildred Harter Wirt, Auditorium Department Supervisor,from 1895 to 1962. Twenty distinct record series constitute the collection, including correspondence, William A. Wirt and Mildred H. Wirt; personal and financial records, William and Mildred Wirt; writings, William and Mildred Wirt; other literary productions (reports on Gary schools, auditorium topics, and general auditorium theory); published printed material (Gary schools, local history, organizations, and general education and economic topics); materials from the Gary College, the Steel City Garage, the Gary Civic Concert Association, and Northwestern University; photographs; newsclippings; and oversize items. The correspondence of William A. Wirt (1897-1938) contains information relating to the Gary schools including statistics on teachers and students as well as Wirt's publications on the work-study-play system. In addition, the series retains data on Wirt's charges against Franklin D. Roosevelt's New Deal, accusing the President's advisors of seeking the collapse of the American political, social, and economic system and substitution of a planned economic, socialist system of government. Also, Wirt's correspondence deals with the Committee for the Nation and the superintendent's involvement with a town planning company. Mildred H. Wirt's correspondence (1923-1962) focuses upon auditorium topics and teachers as well as the publishing of Platoon School magazine. The major portion of this series, however, relates to Mrs. Wirt's parents, relatives, and step-children and describes various family problems and concerns; letters from her father, D.W. Harter, contain some information on the United Labor News, a labor n

Next, William Wirt's writings (1911-1937) detail his views on both education and economic topics. Articles written prior to the 1930's reveal Wirt's theories on reorganizing schools along the platoon scheme, and many of the publications describe the attempt to implement the Wirt plan in New York City. Articles and drafts written during the New Deal years center upon economic topics such as dollar revaluation, gold, government and business relationships, and the threat of a planned economy. Wirt continued to write about his education theories, however, particularly in The Great Lockout in America's Citizenship Plants in 1937. The writings of Mildred Wirt discuss the role of the auditorium in the school curriculum and techniques of teaching drama and performing arts.

Reports on the Gary schools and auditorium activities (1915-1960) constitute a major series in the collection. The reports contain a wide range of information including student performance reports, schedules of subjects, teacher assignments, attendance reports, test scores, analyses of the Gary system, curriculum guides, annual report balance sheets, revenue data, some salary information, directories, surveys, and comparison studies. Meanwhile, auditorium reports, programs, and scripts detail names of student presentations, source materials, remarks of instructors, and lists of plays at virtually all of the schools in Gary. The scripts and program sheets cover subjects such as English, Mathematics, Social Studies, Languages, and Nature Study. This series provides much useful information regarding the administration of the Gary schools as well as the techniques implemented in the platoon system, particularly the Auditorium Department. In addition, the series of records generated by Mrs. Wirt while teaching at

A large volume of printed material (1901-1960) comprises pamphlets, magazine articles, and reports about the Gary schools, education, economics, and local history and organizations. Numerous pamphlets describe the work-study-play plan in Gary and New York and include studies of subjects, costs, school building design, and programs in the Gary schools. The general education series contains reports on platoon systems throughout the nation as well as the state of education in the early twentieth century. In addition, auditorium theory material provides many examples of auditorium programs developed during the period. Articles and publication on economics primarily deal with controversies during the New Deal era and the possible threat of socialism during the 1930's. This series furnishes several accounts of William Wirt's appearance before the Bulwinkle committee in the U.S. Congress, organized to investigate Wirt's charges against the Roosevelt "Brain Trust." Finally, printed materials from local organizations

Several series center upon particular local enterprises and organizations including the Wirt Motor Company, Gary College, and the Gary Civic Concert Association. First, the Gary College series describes the establishment and history of this institution to provide higher education for poor students. Correspondence, reports, and enrollment and financial statistics provide helpful information on the College. Next, records from the Wirt Motor Company and Steel City Garage offer a brief insight into William Wirt's business ventures. Third, the Gary Civic Concert Association series highlights the activities of local culture in Gary. These three series illustrate the diversity of the Wirts' interests and provide a useful account of several aspects of local historical development.

Photographs (1900-1960), furnish a visual record of William and Mildred Wirt. Although the series primarily contains photographs of the Harter family, photographs of drama productions portray auditorium students in various scenes and provide details on sets, costumes, and choreography. The series also retains several photographs of Froebel and Horace Mann schools in the early decades of the century. Finally, the oversize material series (1921-1952) contains additional photographs of the Wirts, Harters, and student plays, as well as newspapers and clippings describing William Wirt's educational and economic philosophies. Also, the oversize series includes Gary school financial ledger sheets for 1921-1922 and 1940-1952.

The William A. and Mildred H. Wirt Papers not only furnish information on the activities and views of two well-known Gary educators, but also document the history of the famous Gary schools' work-study-play system and the history of education in the first decades of the twentieth century. In addition, the collection is a valuable source for the study of local organizations and historical regional development as well as providing insight into aspects of the New Deal era.

Historical Sketch

One of the most famous figures in Gary development as well as the history of education in the twentieth century, William Albert Wirt was born on a farm near Markle, Indiana, in 1874. After attending school in Markle and Bluffton, Indiana, Mr. Wirt entered DePauw University and graduated with an M.A. in Political Science. He began teaching in Redkey, Indiana and assumed the post of superintendent of schools in Bluffton in 1899.

While in Bluffton, William Wirt developed a philosophy of education partially based upon a set of values derived from his rural background. He viewed the self-sufficient family farm as containing all of the characteristics necessary for a student's development, particularly vocational training, physical activity, and character growth. Work and productivity characterized rural life, and Mr. Wirt believed that the rapid urbanization occurring in the early twentieth century threatened the rural values necessary for total development of children. Wirt maintained that the public schools should provide an oasis to instill the values of family, work, and productivity among urban students and produce an efficient, orderly society of solid, productive citizens. In short, William Wirt believed that, "Public schools, endowed with the mission of 'the ennobling of daily and common work by making it beautiful'" could solve "the great economic and social problems of our time' '' 1 In Bluffton, Wirt in

In 1907, Wirt became superintendent of schools in Gary and began implementing his educational values in the local schools. He initiated teacher hiring standards, designed school buildings, lengthened the school day, and organized the schools according to his ideals. The core of the schools' organization in Gary centered upon the platoon or work-study-play system. Above the primary grades, students were divided into two platoons -- one platoon used the academic classrooms, while the second platoon was divided between the shops, nature studies, auditorium, gymnasium, and outdoor facilities. In the Gary plan, all of the school equipment remained in use during the entire school day; this system promoted efficiency in the school operations while developing the intellectual, manual, and recreational skills of the children.

The platoon system gained acceptance in Gary and received national attention during the early decades of the twentieth century. In 1914, the city of New York hired Superintendent Wirt as a consultant to introduce the work-study-play system in the New York schools. In the following three years, however, the Gary system encountered resistance from students, parents, and labor leaders concerned that the plan simply trained children to work in factories. By 1917, the Gary system in New York became a political issue and after the election of an antiplatoon plan candidate for mayor in 1918, the New York schools abandoned the work-study-play project.

Despite the failure in New York, Wirt's system continued to achieve popularity during the 1920's. In Gary, the schools grew rapidly to serve the growing population and enrollment. Buildings, staff, and funding increased with the higher demand for education in the city. Outside of Gary, over 200 cities in forty-one states experimented with the platoon system, and in 1925, the National Association for the Study of the Platoon or Work-Study-Play School Organization formed to publicize the advantages of the platoon system. William Wirt not only received national recognition, but also gained worldwide fame from England to Japan.

In addition to his duties as school superintendent, Mr. Wirt became involved in several business ventures including real estate development in Dune Acres, president of Gary's National Bank of America, a partnership in a city planning firm, and owner in a Nash automobile dealership. Unfortunately, all of these projects yielded little financial gain and eventually failed with the onset of the Great Depression.

In 1927, Mr. Wirt married Mildred Harter, the general supervisor of speech in the Gary schools. Born in 1895, in Memphis, Tennessee, Miss Harter had attended high school in Huntington, Indiana and graduated from the Indiana State Normal School in Terre Haute in 1915. After beginning her teaching career in Summitville, Indiana, Miss Harter came to Gary in 1918 as a teacher at the Beveridge School. From 1919 to 1926, she taught at Froebel School and became the director of speech and drama in the Gary school system in 1929. During her career, Mildred Harter Wirt developed a philosophy of the role of auditorium training in the school curriculum and wrote several articles on auditorium theory. In addition, she taught summer courses in auditorium subjects at Northwestern University and the University of Chicago. In 1948, Mrs. Wirt earned a Ph.d. in education from Jefferson College in Jefferson, Texas, with a thesis entitled, "Educational Philosophy of the Gary Public Schools." While the 1920's saw the growth and expansion of Wirt's influence and organization plan in Gary, the 1930's brought controversy and dissent among Wirt's proponents and supporters of the Gary schools. The Depression resulted in smaller budgets, program cuts, reductions in teachers's salaries, a shortened school year, and cancellation of night school and summer courses. Although these programs were restored by 1937, teacher discontent over salaries continued to appear in the late 1930's. In addition, arguments arose over the proper role of vocational training in the schools, and Gary's black community became increasingly impatient with segregation policy in the schools.

In addition to these concerns, William Wirt launched an attack upon Franklin Roosevelt's New Deal programs, charging that the New Deal threatened American individualism by attempting government planning of the economy. He wrote pamphlets, articles, and addresses on the economy, particularly regarding the manipulation of the dollar to solve the economic crisis. Finally, Wirt accused the New Deal of being infiltrated by communists designing the collapse of the American system.

Wirt's charges received national attention when the school superintendent appeared before the Bulwinkle investigative committee in the U.S. House of Representatives in 1934. After his testimony against the Roosevelt Brain Trust, he was denounced as a reactionary by Democrats and those on the left, and defended by those on the right. Although the committee rejected Wirt's charges, the superintendent continued to write and speak on the dangers of the New Deal economic programs.

Several years after his spectacular accusations against Franklin Roosevelt's administration, and as problems of segregation and teacher discontent continued, William A. Wirt suffered a heart attack and died on March 12, 1938. Within two years, much of the work-study-play plan fell from favor among school officials, and William Wirt's platoon system of educating the "whole child" disappeared from the Gary schools' organization. Historian Ronald D. Cohen summarized William Wirt's contributions to the Gary schools by stating, " at their worst, the Gary schools were places where bored, frightened students were endlessly herded from room to playground to auditorium; at their best they were free, exciting, creative environments, assisting and enriching the lives of rich and poor, black and white, native and immigrant children. For many, they surely promoted opportunity."2
